These communities face numerous barriers, such as financial constraints, limited healthcare literacy, restricted working hours, language barriers, and other obstacles.

Dr. Bashir Moallin
MBBS
Dr. Bashir Moallin is a board-certified family medicine physician providing care to adults and children at Hayat Clinic in St. Cloud, MN. He earned his medical degree from Jordan University of Science and Technology and completed residency at the University of Minnesota / CentraCare.
He offers a comprehensive range of services, including preventive care, management of chronic illnesses, screenings, and wellness counseling. Known for building strong patient relationships, Dr. Bashir also participates in community outreach. He enjoys spending time with his wife and four children, as well as watching soccer in his free time.
Dr. Liaqat Ali Sabir
MD
Dr. Liaqat Sabir is a seasoned physician with over 40 years of experience in international and U.S. medicine, specializing in urgent care and emergency medicine. He graduated from King Edward Medical College in Pakistan and completed his residency at Kingsbrook Jewish Medical Center in New York.
Dr. Sabir has served at numerous hospitals, including St. Cloud Medical Group and CentraCare. As our clinic’s Civil Surgeon, he provides immigration medical exams and related services. He is dedicated to delivering compassionate, high-quality care, whether addressing health concerns or guiding patients through the immigration process.
Anne Tuoy-Giel
DNP, MPH, FNP-BC, CWOCN
Anne Tuoy-Giel is a board-certified Family Nurse Practitioner based in St. Cloud, MN. She offers primary care services, including chronic disease management, wellness exams, and women’s health care. Anne is recognized for her attention to detail and patient-centered care.
She has received awards for patient safety and pain management and contributed to global and refugee health education. Anne is dedicated to evidence-based practice and delivering high-quality, compassionate care.
